I don't know where I messed up, but I don't have a phone, bay area location,

Sorry you're stuck but there's almost always a pretty easy fix! Do NOT try to start all over again, eg. uninstall Max's Pitch Package, etc. That can make things worse.

Yes, it's fine if you just log out now and then, when you got back in, just do what is in the parentheses of Step 89 and keep going from there.

It's telling you in the parentheses of 89 where it says:
Setup > PLATFORM TOOLS > Feature Settings > Marketing > Web-to-Lead
for step 89 how would i get back to lead auto response rules
It looks like you skipped Steps 95 and 96 when you were creating the HTML for the form. You can just restart at Step 89 and go from there, making sure you also do Steps 95 and 96 and keep going to the end.
