Well you were supposed to create that template in Steps 72-84 so if it's not there, then either you skipped those steps or you did them but forgot to click Save at the end (Step 84). Or you created it but didn't name it "auto-response template for incoming web leads for me" (Step 75), so it's there but with a different name.
Either way, go to Setup and then do Steps 72-84. Then when you get back to 101, it should pop up this time.
