2b Step 6 can't download the link
Everytime I click the link it opens it in Excel. I am not able to find an option to download it. Please help.

Well, it's exactly the same type of file as the one for Lab 1b. Were you able to download that one without opening it in Excel?
Are you sure you're not just seeing it in spreadsheet form in a browser tab? That's ok. But if the Excel app is actually opening, then that may be messing up your file. If so, that's a browser setting that says to open .csv files in Excel automatically so that can be turned off it you can find that setting. I'm surprised that it would be set that way, though, if you didn't have this problem for 1b. But you could try downloading a new browser, like Firefox, where you haven't got the Excel-opening setting turned on yet.
If none of that works, you can try emailing me at tim.hill@themaxslabsproject.com and I can reply with the file as an attachment. That might work, assuming your email setting don't automatically open csv attachments in Excel too.
