I can not open the link in this step because my computer browser keeps denying access. I also changes the URL from http to https but I still can not access it. please help.

You are somewhere that denies access to tiny.cc but the solution is already posted on the Help FAQ listed at the bottom of every cover page. Go there and you'll find a direct link that will work.
